New bank account ID anomaly

My wife and I decided to open current accounts with a high street bank and started the process on-line. My wife got in first and pressed the button to send the application. She then got a message saying they would send her documents to sign and then they would open the account.
Having seen this I decided to take the 'print the form and post it option' believing that my signature on the paperwork would speed up the process.
Because my wife did it on-line her ID was checked electronically and approved almost instantaneously, she now has an account, debit card and PIN and has paid in cash to her account. I, meanwhile over a week later, have nothing. I have had to wait for the same paperwork from the bank even though they have my signature and then take it all to the bank for proof of identity! The bank will then send it to HQ and only then will I get the account opened and all the necessary cards, etc, issued.
Whilst I'm not that concerned about the time taken for my account to open I am concerned that apparently anybody, anywhere with access to a computer can open an account with such ease. They only need to offer up a credible ID and off they go!
Surely this can't be right?
