whats the best advice for elderly relative??

my relation is 72 he does not work, he receives a state pension and a small pension from another source. he has £4000 currently in an isa and £8000 in a really basic savings account paying little interest. he will not put money anywhere that he cant take it out when he wants so anything with notice or a tie in is not a good idea. i have said he should transfer £3000 into his isa but he is not sure about idea as all he got for his annual isa interest was £70. what would be the best thing to advise him to do?? he refuses to talk to the people in the building society when they say he should move accounts. so a financial adviser type thing would also not work. but surely there must be something he can do bar sticking it under the mattress?
