Homebase 20% off lawnmowers

This could've gone in the rip-offs board but Homebase aren't the only ones that do this, so I'll put it here.
Been looking for a new lawnmower. Took a look at the models I was after at the end of last year, and now looking for the best price for the one I'd chosen. Went to Homebase today and there's big "20% of all lawnmowers" sign up outside. Excellent - I'll snap that up. Was after one which was available for £89.99 last year (including Homebase), and is in the current Argos catalogue for £89.99, and the high-street DIY chains are currently selling for £89.99. £18 off will do nicely.
But no, the 20% off price is still £89.99!? The ticket claims the original price was £124.99. Now I've been keeping an eye on the price for the last 6 months, and it has NEVER been priced at £124.99. There's no way they'd be selling it for £45 more than their nearest competitors, and their own parent company's catalogue! The giveaway is that 20% off £125 is £100, not the £90 they're saying. I can guarantee the price will stay at £89.99 after their 'sale' ends.
Challenged the sales manager and just got the usual "well it is legal", and various excuses.
Virgin do the same with DVDs during their sales - suddenly DVDs normal price is £19.99 in their buy-one-get-one-half-price 'sales'.
Really pees me off how they get away with this. I know the legal 'in sale in one store for x days in the previous y days' gives them a get out. Expect my lawnmower has been in the back room of Homebase Timbuktoo with the high price tag on it to cover their backs

Maybe it will be £9 cheaper on the next 10% off day

Yes but I suspect it was on sale in their Runcorne branch for a few days hidden in the corner at that inflated price...apparently that then makes it legal to say IT WAS £129.99 NOW £99.99 or whatever.....The Early bird may catch the worm ...but its the second mouse that gets all the cheese!0
