I'm renting at the moment and need advice on procedure for setting up phoneline.

Hi.
I'll be moving in a months time and would like to know what I need to do when I move in order to set up a home phone. I don't have a home phone or the internet at the moment and I'm a bit worried that when I move into the property I will have some difficulty with the whole process, mostly cost and time.
Here are some of my concerns...
Will I get a new phone number or will it be the existing number of the tenant currently at the property?
Do I need to make sure that the current tenant doesn't de-activate/cancel the phone line in order to avoid an activation fee?
When I come to setup my phoneline and internet will I need to contact BT first or will I be able to register everything through a third party?
