Problems with Dell PC not recognising harware......still!

Each time a plug in a piece of hardare ie. camera, scanner I get a window asking me to install software. When I try to do this the software is not recognised. This also happens with software I have already installed.
I now havw two digital cameras but can't download picture from my new camera beacasue of the problem.

Ok did you install the software first then plug in leads whebn asked.
Also did you turn the equipment on...
Can you find the drives via My Computer
