OMBC PCN parking ticket

Could you tell me why the ticket is rubbish and invalid?
I had the pleasure of recieving one off OMBC today for an alledged obsruction and the ticket has the same layout as above, ie text in the wrong place. I would have expected the times to be between times rather than displaying one time and there was nothing to say i couldn't park where i did.

    it's the second duplicate thread, i.e. 3 threads for same case and no responses to interim question on timescale - although now answered by above i s'pose.

    1/2 a PCN shown and no further. PCN will be totally invalid but hardly inspiring any confidence that it will be worth giving the info.

    Do you want to try and explain the situation/etiquette in ways I can't seem to Bogs?

    Start a thread and do a bit better than poor old Jimbo has and I'm happy to explain when I see it. I don't comment on things I haven't seen.

    'obstruction' sounds interesting as well!

    Hi guys,
    it is a code 92 which does relate to obstruction in car parks. According to PCN rules there is no minimum time your veh has to be there. Your spotted and thats it, a ticket gets issued.
    There is nothing in the carpark info guide that says you must be in a marked bay and traffic could freely get past, so it appears to me they use the obstruction one as a "get all" clause.
    I was thinking from Neil B's comments that because it hasn't printed correctly in the right boxes and is not clearly legible this may render it unlawful.

    It's a bit more straightforward than dodgy printing. The legally required content is flawed.

    You need to host them at an external site. Tinypic is easiest.
    Scan in jpeg. Upload to tinypic ('choose'). copy the IMG code it gives you and paste into a reply box here.

    if there is anything else needed for this particular forum I'm sure Crabman will know.

    So you wasn't parked in a marked bay? Why not?

    I thought it was standard in any car park that you had to park in the marked bays. It's certainly on the entrance sign in my regular car park.

    Yeah I can see if he wasn't parked properly. such parking would normally warrant the issue of a PCN. Fortunately for him that hasn't happened, LOL!

    the date on the ticket is 05/04/09.
    The actual offence is "parked causing an obstruction"
    I'll try uploading it now.
    Gavin, i wasn't in a marked bay because they were full. As i say there was nothing on the car park regs which were an a board about 18" sq on a 8ft pole and could only be viewed by standing on a wall which said you must be in a marked bay.
