No, the moral of this story is that some folk want to thoroughly "milk the system". Sorry steviegee- this stinks IMO. What you are proposing is clearly a contrived tenancy.
Presumably, you bought "mum's house" at a massive discount (as Mum couldn't afford to make the purchase herself ) & you were hoping to get a good capital return for yourselves on the property? Now you want the state to contribute towards your mortgage, as Silvercar says.
You may like to know that lots of people who have angina manage to work too......

To the OP, sorry I got the savings figures wrong. Ok your mum is perfectly entitled to apply for HB/LHA however in my humble opinion the tenancy will be viewed as a contrived tenancy and benefit will probably not be paid because your mothers tenancy status is not a commercial one, it has not been commercial for 4 years ie she hasnt paid rent and Im not sure what reasons you would give 4 years down the line that would convince the local authority that it has now become a commercial relationship.
The question you are likely to be asked are
Why are you charging rent now and havent for the last 4 years? and the answer in your very first post is
'if the mp,s in london are getting away with it i thought i might give it a try'
Just my humble opinion, but that does seem rather contrived - it is your mums right to apply though.0
