Can I claim for Credit Card charges?

I have 2 CC, Vanquis & Capital One, of which I am repeatedly getting overlimit and missed payment charges of £12 on.
I am also in process the of claiming for bank charges under financial hardship with Natwest.
What I want to know is can I claim the charges for the CC's as well? I thought that the OFT had set these charges at £12 and such could not claim, but get the impression from posts on this site that others are claiming.
It is just that if I could get these CC charges refunded I could effectively remove my hardship by paying off most of credit card debt.
Any clarity would be greatly appreciated.
