Transferring ISA's,clues please

I need to transfer my criminally low paying Nationwide ex tessa ISA to another provider. If i transfer it,am i effectively opening a new isa and therefore using up my ISA allocation for this year or can i transfer AND open a new ISA? I'm thinking of the Halifax 12 month fixed rate product..

    You complete the Halifax (or chosen other provider's) ISA transfer form and let them arrange the transfer. Transfers don't have any affect on your annual ISA allowance - you are merely transferring the same Cash ISA from one provider to a different one.
