I'd be tempted to dig out a copy of the photos/details of the police report and point out to the inspector that if you'd been allowed to make your room secure, like you'd requested and they'd refused, your druggie housemates wouldn't have been able to wreck the room in the first place....... ball in their court.... plus mention that you hadn't received notification of said inspection 'cos no-one had the decency to tell you despite feeling it's okay to steal your food when they get 'the munchies'......
