Server Problems

I have a server that is running SBS2000 that has developed a bit of a problem. The icon for showing network activity has vanished from the toolbar, but I also can't open Network Connections through control panel. As soon as I try to open network connections, the window opens but just stays blank with an egg timer.
Also nothing is being recorded in Event Viewer.

I'm suspecting that the registry has become corrupt but am a bit reluctant to try repairing it and have that create more problems. Is my best answer to build another temporary server, transfer all the data over to it then reload this one, or is there an easier solution?
