See it's all sorted out now, but for future reference.....
I think if it had come from the UK it would be up to the sender to put in a claim to Royal Mail if a package has got lost (as it's them that has directly paid for the service and has the contract with RM).
However, in my experience, when RM receive such a claim they'll usually send a form to the intended recipient to complete, asking them to confirm that they never received the original package.0
