New laptop battery - faulty?

Just received a new laptop battery for Inspiron 6000. 9 cell type from eBay Hong Kong powerseller. Put it in and indicated that it had 2.5 hours charge left. Allowed it to fully discharge, which it did in this time. Then allowed it to charge, checking status every 30 mins. When it did not get past 4.5 hrs indicated time, which took about 4 hrs, I turned off the AC power. A few minutes later the laptop immediately switched off. It will now not turn on via the battery. With AC power it indcates 86% charge but this % does not change.
I carried out the following tests to figure out whether the battery or laptop is faulty. The BIOS shows that the battery is present and OK. Dell Diagnostics shows that the battery and charging is OK. The test button on the battery makes the 5 LEDs come on, so indicates it has charge. Battmon software shows that the charge rate is 11mW and battery voltage is 12.69V. My old battery still works OK but holds less than 1 hr charge and has similar readings..
Therefore it appears that this battery is now faulty.
Is there anything else I can do to demonstrate that it is a faulty battery and not my laptop?
The seller says to return it via normal mail to China for a refund, but does this leave me open to making any claim?
Do I have the same rights when buying overseas?

no idea about overseas buyer rights but with regards to the laptop battery I've encountered numerous problems with batteries failing to charge over the years - unfortunately we found the fault can be with the battery, the laptop or the charger. If yo can get hold of an alternate power cable & battery you should be able to work out what's actually at fault through a process of elimination.“Things that I felt absolutely sure of but a few years ago, I do not believe now.
