It's not a number of words things, more of explaining WHY you would be good for the job, and give examples.
'Evidence in support of your application'
in areas such as:
Community safety
Intelligence
teamworking
respect for race and diversity

Community safety - are you part of your neighbourhood watch scheme? or write about your local area and how you could contribute to the 'comunity safety'. Do you know lots of people, oap's who livce alone and you would check on them.
Intelligence - how you might deal with difficult situations ie the yoof of today? eg. loitering, creating noise.... , or public disturbences?
teamworking - how you like working with others,
respect for race and diversity - taking an interest in other faiths and cultures?
etc
