Can't dial out, caller left phone off the hook

hope someone can offer advice, got home 1 hour ago, tried to use landline but can't dial out. Caller display shows a call from 1 1/2 hours ago, think they must have left the phone off the hook as this has happened several times now in the last few months plus the broadband still works!

couple of options, unplug or leave your phone down for 10 minutes without picking up, there's a timer at the exchange that resets every time you pick up the phone and thinks that you are on a call

or if the line is still blocked by the ic call, press recall, you should get dial tone, dial a number like your mobile, press recall again then 2 and you should be back to the blocked call, put the phone down, your phone should ring and it should be the call you made to your mobile, end the call on your mobile, your line should now be free (hope that makes sense!)
