Anyone help

Just wondering if anyone can offer some advice!

I live in a very narrow street, when cars are parked on one side, a car has to drive very carefully up so as not to scrape the parked cars.............however, there is household, who parks his car in his yard, which is fair enough, my query is , if his car front bumper is sticking out and blocking part of the already narrow pavement and he then parks his other car directly opposite this is he breaking the law???

It is very difficult for larger cars or vans to get down the street at the best of times never mind when he has both cars parked like this, which happens to be daily. He wont move his parked car up a little on the street just to let other drivers have more room, he has zero respect for any other drivers.

Can anyone do anything about this? I am totally clueless so hoping for some good information!

Thank you in advance

Try having a word with the Fire Brigade - if they cannot get a fire engine down there then they may have a word with him.
