Argh! Can't get rid of HotBar on a Win ME lappy :(

Hi all, I'm sorting a mates laptop and all's well apart from the removal of HotBar.
I've run Adaware, Spybot etc but they don't seem to be getting rid of it.
It's not listed in the Add/Remove programs list, and I've tried usung the official HotBar uninstall program (without success).
Whenever the laptop starts, and the desktop loads, I receive the following message...
"Warning!
One or more components from your Hotbar tools is disabled or missing. Do you want to fix the missing or disabled components?
Yes No"
Naturally, I'm choosing 'No' each time, but then I get the following message...
"Warning!
Please be aware that Hotbar may not work properly.
Do you want to fix the missing or disabled components?
Yes No"
I click 'No', and nothing else happens til I reboot, and I'm faced with the same messages.
How can I get rid of this junk?
