Moving Tiscali connection

I'm 6 months through my contract with Tiscali, (homephone and broadband) and I'm moving to a new place.
Originally Tiscali said it would take 10-15 days, but now they are saying I have to set up a new account with BT, cancel my existing contract with Tiscali, pay a £90 set up fee and sign to a new contract with Tiscali for another year.
Surely this isn't allowed and I should be able to move my connection no problem?
I know I know. A fool for going with Tiscali, but it was all I could afford.

Is it a new house?
It may be a case of BT having to connect a line - which then binds you for 12 months. If you want to buy out of it, you pay for the remainder of the term.0
