I’ve used delta before to fly to Florida we wanted to stop off in Cincinnati and Ohio (Thanks to there excellent rollercoaster’s) These were main hubs bear in mind, but they didn’t charge a penny more for staying 2 nights in Cincinnati and a week in Ohio

You could do an open jaw, where you fly into one airport and fly out of another. I think from Manchester your best bet would be American Airlines or BA.

Forgot to add getting from DC to NY you would have to do on your own, but this is pretty straight forward by either train or coach (or flight if you so desire).

American airlines would be best from MAN.

Call an agent like https://www.trailfinders.com they are good on flights with stopovers.

Not sure if the BA flight from MAN-JFK has an AA code, could be good.

I flew with Continental Airlines from Gatwick to New York in 2001, and flew back into Heathrow. I got 2 free stopovers there so was able to fly to Halifax, Canada for no extra cost, and then to Boston. They codeshare with Virgin Atlantic so I was able to fly out with them! Great price as well - I think £249.

thanks for all your great replys
    just one last thing
once there i need to go from washington to Syracuse and then Syracuse to new york just for 1 day,
now when i do some pricing for internal flights it works out at $213 to go return from washington to Syracuse but if i go washington to Syracuse then Syracuse to new york its $400
but on one of the flights i can on the return leg it offers stop over in new york for an hour but could i not just not catch the connecting flights and walk out of jfk airport, if so where would i ollect bags from as i understand it when short change over they keep your bags

the only reason i ask is going washington to Syracuse, then Syracuse to washington (with a stop in new york) is $213 and dont want to go back to washington want to stop in new york

United airlines do free stopovers. We stopped for free in Washington for 3 days on route to Orlando.

you've lost me . you started off with a trip to new york and washington which with your budget would indicate a leisure trip and you might just get within budget . this syracuse bit bamboozles me
    1. your luggage will be checked through to washington if your flight is syracuse to washington.
    2. can't you reschedule your arrangements so you leave syracuse last to fly back to the uk ie syracuse -new york - manchester ( but don't leave the airport on the way back in NY ). the loading on your fare might not be that much compared to a simple return
