PCN ?private and how to appeal

Hi,
Im a student nurse and received a PCN today, I feel, unfairly.
I am unsure as to whether the PCN is classed as private as it was issued by Leeds Teaching Hospitals NHS Trust? There are only about 10 spaces specifically for the building I am on placement in so staff park in a Leeds Teaching Hospitals car park round the side of the building stating it is for 'permit holders only'. However, as students we don't get 'staff' parking permits and I have never had a problem parking there before.
The PCN states that the following parking contravention had occurred: 'No valid permit on display'.
I have heard rumours that other staff have received PCNs there before and ignored them and haven't heard anything and so after reading the forums thought it may be private and was considering not paying the £15 in 14days. However, the thought of having to pay £60 after the 14 days sounds even less appealing!
I can't post the links to the PCN as im a new user but if anyone wants to see maybe I can post it after I have put the initial post up...?

This sounds almost certainly a private parking company ticket which you can safely ignore, but would be a good idea to scan an image (minus personal details) just to be sure.but if anyone wants to see maybe I can post it after I have put the initial post up...?0 -

Only way I can describe the Parking Charge Notice without a link to show you is that it appears to be a long thin print-out from a handheld machine. It has 'The Leeds Teaching Hospitals NHS Trust' logo at the top right corner and details on the back stating it should be payable to 'The Leeds Teaching Hospitals NHS Trust' with details of the cashiers office at the hospital, or address details of the hospital cashiers office to go in and pay in person.
It was this information about the Trust (as it appears legitimate) that made me concerned I would have to pay, although I don't see why I should as a student when we aren't issued permits.

The ticket has not been issue by the police or the council, so in all probability it has to be a private ticket. Some NHS Trusts employ Private Parking Companies (PPC's) to police their car parks, it seems in the case of Leeds they are doing it themselves.
What you need to establish is what are the consequences with your employer or your placement if you refuse to pay it.
On balance I would say do not appeal, or correspond with them. Try and find out any one else who has had a ticket, and what action they took.0 -

I agree with everything that oldone has said, and would add that, if there are consequences with the employer, you should make a complaint to the union (if appropriate).0 -
There is no appeals process. It's a private company - they're not going to turn away profit.
• do not pay
• do not contact them
• ignore their threatening letters and hollow threats
• they will give up and go away
• they will not take you to court. Court for £15? No chance.

Hi people,
Hopefully links for ticket will be up soon.
Appreciate your advice and am swaying towards not paying/corresponding etc and sitting it out.
However, I am in the process of buying a house with my partner and funds are very tight being a student as well so I am more than a little concerned that I may have to stump up the £60 after the 14day period.
It just seems a little too good to be true that these tickets they are dishing out don't have to be paid...0 -

It may not be the NHS. Is the hospital a PFI (or even partly PFI) project?
If so, the parking contract may well remain with the PFI partner, which could be Bovis Lend Lease - A quick google shows them as involved with the hospital but I don't have time to dig further.
Either way, ignore would be my advice as well.
