Prices up im mid- transfer-legal position??

I have agreed to transfer to the Age Concern Standard Tariff with Powegen, with the meter readings to be taken around 21 March. The new prices have not been published yet, but my personal calculations based on news reports indicate that, instead of saving me money, the transfer will leve me out of pocket by around £60 a year.
In view of the change against me of the contract's terms before actual transfer of supplier can I refuse to complete the transfer? If I can what procedure must I follow both with regard to the present and the proposed supplier?
With the Age Concern tariff I have already received some "welcoming" goodies.
What is position with those?
