Electoral register details listed on 192.com

Since 2002 I have advised my local authority that I wished to remain on the un-edited version of the electoral register. Apparently, if you ask to stay on the un-edited version of the register your personal details are not sold to any commercial organisation.
Recently I searched for myself at 192.com and low and behold, there I am for all and sundry to see... Having read the smallprint on 192.com they say that they only use data from the edited register...
So the question is, how are my personal details revealed on 192.com when I am apparently listed on the un-edited register? My council confirmed that I'm listed on the un-edited register as requested.
Surely somebody here must be liable in accordance with the regulations that were introduced in 2002 when the un-edited register came into existence?
Anybody got any advice?

There is a form on 192 which you can print off and send to them asking them to remove your details.
They had me listed at an old address despite telling the council I'd moved. It's just that they don't always update their system properly and a lot of stuff on there is out of date.0
