How do I receive live video stream on my PC?

Sorry - I managed to screw up the title on this thread I just posted so am posting it again, hope new title is clearer.

I am very interested in tornadoes and am signed up to a US storm chasing website. This claims to stream realtime stormchasing action from storm chasers in the field to its subscribers via its website. Yet when I log onto the Live Action Link on their website, it just shows a weather map.

There are video links on the site, to YouTube footage, where the stormchasers describe how the current chase is being streamed live to news channels and their web users. And there are news items on the site which tell you which chase is currently being streamed. Yet I cannot seem to pick it up.

Do I need to activate some particular function on my PC to receive and view real time streaming video?
