Hi, I have also received a 'ticket' from northern parking solutions for parking outside an apartment block.

I have read all the advice saying not to pay and that it's a scam, and certainly the 'ticket' doesn't look very professional as it's full of spelling mistakes and grammar errors.

However....

1. I don't live there (I used to years ago, that's how I know it's a handy place to park for town)
2. It has permits for residents, and obviously I don't have one
3. There are many signs up advising you not to park without authorisation
4. The signs do refer to a 'fine'

Given these points, are they allowed to demand payment? Does it depend on whether I can prove it's not private land? If the management company own the land and have brought this company in to 'fine' those without permits, am I stuck?

A private company cannot levy a 'fine'.
