How about buying a book such as : The Cheltenham Experience: Illustrated Circular Walk and Town Guide (£4.95 Amazon) and slipping the envelope inside?0

I find them easy to make, I do two layers of card and score two lines down the centre about 2cm apart to create the folder. Then just cut two triangles for the pockets inside, attach the edges with some double sided tape and decorate.
You could decorate the folder in a scrapbook style... putting photos with a border frame and some fabric flowers with centre brads on the front....
I just always think its nice to give someone something they can keep after they have spent the voucher/ been on the trip etc and these type of keepsake cards are great.
You could go a step further and make a box for the folder and wrap the folder in tissue and place in the box.
It depends how crafty you are
