In the process of reclaiming PPI

I have been in the process of reclaiming PPI from Picture financial and this is taking ages! My claim has been passed to the financil ombudsman to the FSCS who now say that until Pictue go into default they cannot get involved. I was initially told that the whole process could take 6 months but I am now over a year down the line and no end is in sight. The FSCS are not keeping in touch and when I call them I really do not get a clear answer. The last call was the clearest about the default. Any ideas as to where I go from here? Feel very frustrated at the lack of information and up dates.
