That's if you take it to the post office - a VAT registered business would charge VAT on top because they are providing a service but you should be aware that most companies selling mail order charge for 'postage & packing' etc not simply the cost of postage. They may have scale of charges that vary according to the weight of the parcel but that's not to suggest that they are profiteering from postage charges just that the charge will be more than the base cost for postage.
As custardy says recorded delivery isn't a speedier (or more secure) service than standard 1st class or standard 2nd class. Special Delivery is offered either with pre-9am delivery or pre-1pm delivery though this is dependant on location - e.g. if you are in the highlands of Scotland or similarly remote it extends to 5.30pm. It's generally a Monday to Friday service but you can also pay a surcharge for a Saturday delivery.
For the OP the company should really do the decent thing and refund the entire postage charge; they messed up and didn't even send it first class let alone Special Delivery. They must at least refund the difference between the Special Delivery service they offered and the second class post service they used; refunding down to the first class charge would still be charging for a service they failed to provide.
Very naughty!

Thankyou stu that is a point I had forgotten about, the packing. In this case though there wasnt much packing really just a grey plastic bag it came delivered in and 3 plain see through plastic bags each of the items of clothing were in, really basic packaging. I thought they should have really paid back the whole postage too as a way of saying sorry for messing up but they didnt, I guess some is better than nothing though but next time I order I will ask for their assurance on the delivery details.Thanx
