How important is the D86?

At the moment I'm stuck in limbo between npower and EDF.
My previous account with Npower is in dispute and because of this they haven't sent a D86 to EDF.
EDF have said they can't activate my account without it even though they took over my supply 1st Feb 2009 and because of this, I'm stuck with a faulty meter that Npower put in (faulty time switch on E7 meter) The longer the meter is in, the more problems EDF is going to have sorting it out when the change over finally does happen.
I've been told by EDF that while I have a dispute on my meter readings with npower there seems to be nothing I can do. My complaint with npower is having consumer direct set after them on wednesday, but from what I've read on here, I wont have much luck either with CD.
So is there any way of getting round the D86 so I can have a working meter put in?

The D86 is important in that the supply won't normally transfer until both suppliers agree the transfer reading.
Do you have an outstanding balance with npower? If you do and it is more than 28 days old they can use this as a reason not to release the supply irrespective of whether or not there is a transfer reading dispute.0 -
Hi i work for an energy company and this is how it works -
Your new supplier must obtain a read from you, an engineer or they will deem(estimate) the read.
They will then send to a data collector as a D86 who will in turn validate it and then release it to the previous supplier and back to the new supplier.
...so its up to your current supplier to chase this up or if its over 40 days your previous supplier will be able to chase this up as a change of supply loss query!
