HSBC suspending services

I have an ongoing claim for charges with HSBC, for over £4000. They accepted a few months ago that i was in financial hardship and repaid £500 as a goodwill gesture!!! They refused to pay any more at the time. However i also have another current account with them and a managed loan account which has £7000 outstanding. I had been paying this off at 75 per month but due to circumstances and ill health etc, and more charges form them the last few months this has not been p;aid, tho they have still managed to take their charges each month sending me further into debt.
I have several other debts including utility etc.
Yesterday i went to withdraw maihntenence from the current account and the machine withheld my card.
I emailed HSBC and got this reply, can anyone tell me if they are allowed to do this. I also have benifit paid into this account and now i will not be able to access it. As this amounts to over £100 a week that i cannot acces and i am already in dire staits what can i do?

After reviewing our records, I confirm that your debit card has been withdrawn by bank on 23 March 2009.
Please be advised that the card was retained by us as your Managed Loan account is currently five months in arrears.
Please note that if your loan account remains in arrears, this may lead to Final Demand being issued on the account.
Following the issue of a Final Demand, all facilities will be suspended pending the agreement of a mutually acceptable repayment programme. From the date of the Final Demand, you are required to submit your repayment proposals to the bank. If by the end of this period we are unable to agree a satisfactory way forward, your account may be closed and the balance will be referred to a debt collection agency.
As such, may I suggest that you contact us on 0845 600 6423 (UK) or +44 1226 261010 (Overseas) as soon as possible in order to discuss on repayments.
I trust this clarifies matters.

Sorry to read of your plight. Looks like some sort of impasse with the bank. You owe them money but you can't pay them until they repay the money that they (almost certainly) owe you. Certainly re-visiting the hardship angle may be worth a try. The only other thing I can think of is if any of your benefits are DLA. If so, you may have a case for insisting on having that released as it is money that is meant to be ringfenced.0 -

Well half of it is carers allowance, the DLA goes into a different account thankfully,the other half is child maintenence for my disabled son.
I had written to the bank two days ago asking them to repay the balance of the charges, then this happens. More than just a coincidence i think!!
As for the maintence if they do close the account i am in a predicament as have no contact whatsoever with ex for over 10 yrs as he was violent and abusive, i have no idea where he is and neither do i want to, so couldnt get hold of him to change bank details, i have no wish to stir up that hornets nest ever again, he is a dangerous abusive person. this is worrying me sick now as i cannot manage without this money is what i have to live off each week.

Certainly CAB are worth getting hold of as the situation seems quite complex. If your ex is paying then he would be traceable but it would need someone with clout to track him as he would be protected by confidentiality rules. Better to sort it out with the bank though as you have been but in view of the bank's attitude, you may need some professional help to do it.0
