Do I need a tv license

Hi there,
Two years ago I moved into a houseshare (the landlord lives there too, I dont have a tenancy agreement, paid no deposit, just a lodger). I changed the tv license over to this address when I first moved in, but only recently, a housemate said that she cancelled her tv license and received a refund as our landlord already has a tv license registered on the property.
I rang up the tv licensing office, explained my situation, and thes said I did not need a tv license anymore and can claim for a refund. He also said to cancel my dd, which I did, and that the quarterly tv license i paid for would be sent back to my bank account within the next 5 days. I sent off the refund form, only to be told that i still require a tv license and no refund was due. I was more than a little surprised, as there was no explanation as to why this was, and also because their office already said that I didnt need one.
Does anyone know the standing on this, do i need one or not, and can i claim for a refund for the period that I was paying for a license since i moved in??

My understanding is if you have a lock on your door then you need your own license otherwise one for the house.0
