It is possible to apply, 30th June is the last date UCAS will accept the form I think but the universities only have to consider your application if they have places available so prior to applying, call the admissions tutor for the university courses you are wanting to apply to to check they do have places available.

You say you've changed your mind about nursing due to ill health, not meaning to pry but if your ill health means you are likely to be unable to study for days/weeks at a time, doing an engineering course may not be the best option. Engineering is incredibly intensive so if it's highly likely (as opposed to you having a condition which may cause a problem in the future) that you are going to be missing a lot of class time, this may not be the course for you. But you alone know what your health is like and if you think you can beat it then do! :)
I've just gone back to university after dropping out 5 yrs ago due to illness, I'm now back and doing ok so it is possible :)

Nursing and Civil Engineering are so totally different that I really think you need to discuss your options with a Careers Advisor before you go any further, otherwise you risk making some very ill advised decisions.
