Dodgy Aerial Wiring in New Flat

Hi,
I have lived in a new-build flat for 2 years, having recently decided to get Sky+ (Thanks Martin!) we were told that there was no connection on our SAT2 aerial point therefore couldn't record anything while watching something else? (Which makes it a bit pointless!) There is also a problem in everyones flat as the aerial point in the bedroom is a radio aerial and not TV.
I've spoken to my neighbours who all have similar problems, so i now need to know what rights i have? Whether the developer has to fix? Who picks up the bill? etc.

You can ask the developer why he fitted a sat2 socket with no cable connected to it. But if all the flats are the same, it sounds like a 'feature' rather than a 'fault'.
Did you get a survey when you moved in?
Did the developer state that the ariel socket in the bedroom was a tv ariel point? If not then I guess you assumed it was a tv point. Not much you can do about this, I suspect.0 -
Only the standard survey as it was a new build and therefore we didn't expect any problems (not sure if they would have checked the sky connection anyway?)
The socket in the bedroom is labelled with TV so my assumption was based on what it says.
I've sent an email to the relevant parties (Builder and Electrical Fitter) but both parties are not excelling on the customer service front!0
