What are they playing at?

When my mother died 20 years ago, all her assets were divided equally between the grandchildren which would be paid out to them when they each reached 25.
My youngest son who is the youngest grandchild, is now 25, and has had nothing but trouble trying to claim his share.
Apparently, his money was reinvested a few years ago with Norwich Union and despite signing all necessary documents at the solicitors, and providing his Bank Details etc, they still haven't paid him out after 2 months. I can't get any sense out of him, the solicitor is worse than useless, she keeps promising to phone him and never does.
He is waiting on this money as he is emigrating to Australia, he has everything else sorted out, but I don't know how much longer his future employer is willing to hold his job open.
Can anyone tell me what his next move should be, as he's reaching breaking point and doesn't know what else to do.
I should add that the other 6 grandchildren were paid out within 3 weeks of reaching their 25 birthday.
