I received a summons from the above on the 7th February 2008 requesting the payment of £120 for a parking ticket that I had been apparently given on 1/1/08 on Fulham Palace Road - I wrote back stating that nothing was attached to the car and I knew nothing of it - non payment would increase it to £180 on 19/3/08.
No further correspondence from LB of H&F until Saturday 21st March 2009 requesting £180 within 14 days of issue (19/3/2009).
Apparently as minimum of 28 days has passed since the NOTICE TO OWNER was issued - well actually 406 days have passed with no correspondence from LB of H&F.
What do you lovely people think I should do next!

Got proof of posting of the appeal? that will eventually help.
you need to now wait for the Order for Recovery. liase with Northampton TEC to check when it is issued in cae that goes astray as well.
OfR will have forms to complete to make an Out of Time Statutory Declaration - that you made reps which were not responded to. You get this witnessed for free by a Court Officer at your local County Court. DO NOT sign until in the presence of the Court Officer.
OOT SD might be opposed by H&F and then you would have to ask for a hearing before a District Judge (N244). See what happens first.

Sent email back to H & F - still have copy sitting in my email account as proof it was sent, but still why has it taken over 400 days to reply - I thought computers made things quicker!!!!!0
