traffic warden, what a liar..

basically i had to pop into my insurance office and i didnt have any change to put into meter, so i parked in loading bay, traffic warden came along, i went to move the car, he said it was too late to move as he had all my details and taken the photo, so i thought, dam, ive been had, i walked away and watched him he didnt have my details he did it there and then, then took the photot, i called him a liar as he said he already did it, is this right, i wish i had drove off, as i thought you werent ticketd till they put it on ur car and took the photo.. what a liar that traffic warden is, shall i contest this...thanx

Don't be daft.
he may well have had sufficient details and then just finished off after you interrupted.
Had you driven off, if it's a decriminalised area, the PCN would have been served by post anyway.

Well you could try telling us something relevant like which Council (crucial) and showing ALL of the PCN? + pics of location/signage, etc.
