I recommended that exact laptop spec (+integrated webcam) for my gf's parents this weekend. Remember, the Vostro laptops come with one years ON-SITE support as opposed to return to base support - another string to this laptop's bow.

I'm not convinced you can get better than that Dell for £367.
Intel Core Duo Processor T5670 1.8 GHz, 3GB RAM and 250GB HDD. That's quite something for that price. Plus 1Yr next business day onsite support!
If your budget is lower how about the
