Hi,
Due to some problems in the past I accrued a Council Tax Debt in Glasgow of over 2k
I have faithfully reduced this debt to £400 but am now receiving serious hassles from BCW (over 30 letters) with the latest being a threat to freeze my bank account
Previously I was paying over £100 per month but am no longer in a position to do this
Do I have any rights in that if I make an offer of regular payment e.g £20 per month can they still freeze my accounts for non payment even though I am TRYING to pay?

They can be really naughty.
My flat mate had his wages arrested while in Edinburgh. If I was you I would arrange to have money paid to someone elses account. They can't freeze a post office account thats used for benefits.
In England as long as you are trying to pay and it shows they don't normally push it. But the sheiffs in Scotland are different.BSC No: 186 There is always light at the end of the tunnel. Unless someone's nicked the candle !

Hang on... are you saying that a debt collectors are claiming they can freeze your bank accounts for a debt relating to council tax or a debt not associated to that financial institution?
Someone knowing more about Scottish law will no doubt be along in a second but I have never heard of them freezing bank accounts for debts not relating to debts with that financial institution.
The court can apply an attachment of earnings but all that means is they take payment from your salary before it makes it to your account - not that they can help themselves OR freeze your account.
And I think that has to come from the court...
