Should I accept insurance offer?

Hi
Long story but the council have finally accepted liability for damage to our long wall, drive and patio due to their tree roots. we have this in writing. They have passed us over to Chartered loss adjusters to negotiate how much they will give us. thing is they asked us to hand in estimates 2yrs ago now for the work to be done. The lowest estimate was over £13000. The loss adjusters have offered us £10000 as they say betterment will occur if they give us the lot. We have told them this is not true as the estimates don't even give us new pavings. Everything was to be reused except for the broken ones. At the end of the job, it will be just as it was pre damage. they just say no - only £10000. It means the job can't be done. we are stuck. Is this legal? What can we do?
Can anyone give us advice, any buzz words that would give us clout?
