lleak in neighbours kitchen ceiling - from boiler in flat above

not sure where this query belongs- anyome know who is responsible for repairs to ceiling in a council rented flat, when the peron above is a leasehold (old man lives alone, lessees are his family who live elsewhere..)
anyways, frantic neighbour asked me for help, as water coming through the ceiling. eventually got hold of the flat above, who was not sure what was wrong (elderly, poor sight etc..) -
nothing obviously seen leaking, until fridge moved from in front of the boiler recess- water dripping from bottom. have switched that off, though water stopcock jammed solid, i cant move at all.
the boiler people are due later this am, but as it seems to be a regular occurance, do they or the lessees have to pay for any check repairs needed to the flat below-
main worry is possible damage to any electrics, possible mould etc..

Get the council to deal with it, noting that the chap upstairs is elderly and needs to be treated gently. It's the council's flat so they need to agree whatever repairs are necessary and who pays: also responsible for the H&S aspects in respect of their tenant.Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0
