Unable to pay ebay fees...

because ebay won't let me. I clicked Seller account, then one time payment, put in the amount I wanted to pay (I only owe £3.64, so not exactly a huge amount 
) and recieved this:
Anyone else had this? And what do I do about it?
With the amount of items I sell it won't be long until I fall foul of ebay's £15 fees limit which will stop me listing. I could understand it if personal sellers had a limit (at which point they'd get a "you're trading as a business, so declare yourself as one" notice), but I'm a business seller...
