can i apply for redundancy??

just a quick question...whilst searching on site i found out that after 4 weeks of being laid off if still laid off i can apply for redundancy..
i have been off work now for 10 weeks.
employer still no work available.
can i apply for redundancy.. worked for them for 5 years.????
not recieved any (pilon) or anything..
please help need advice...
