Rented Property must have UPVC Double Glazing by 2012

A friend of mine was considering painting her windows until some one told her that legislation is being introduced to force all Landlords to install UPVC double glazed windows by 2012.

I am a Landlord and my property is in a Concseravtion Area, where UPVC is banned.

Excuse the pun, but can anyone throw any light on this ?

    Im a window pvc fitter not heard anything as soon as i saw the title your position came to mind in conservation areas . Just fitted most of estate in hardwood for council too (shame)

    Haven't heard of this legislation and just checked some LL sites and no mention of this, so I would ignore. For a start it would be totally impractical, and apart from rented properties, it would also have to apply to private surely!!


    Also my properties are listed in some cases, so couldn't put them in even if I wanted to!!

    If you own you have the choice to install it. If you're in rented you don't.

    I think all rented properties should meet high standards for insulation etc.

    In that case you wouldnt be allowed to rent out period, listed or conservation area properties.
    Whilst its a good idea that all new propertys do have it, and are as eco friendly as possible, its just not possible on some of the beautiful older properties.
    Which is also why I think Listed properties should be exempt from the EPC.

    Could she be getting mixed up with the Decent Homes Standard? This requires Councils and RSLs/HAs to bring their properties up to a 'decent standard' - the basic definition being "warm, weatherproof and with reasonably modern facilities".

    Target date was 2010 AFAIK but I think this may have been pushed back a bit...

    But as long as people realise the implications of a low rating on the EPC then that's fine.

    And thats why all rented need an EPC.

    I have heard nothing on this but it wouldn't surprise me if they are trying too for the energy efficiency, there may be something being put through for consideration but unless there will be grants i cant see it being 100% forced upon the landlords

    double-glazing, insulation etc, may well become something that gets pointed out more on lettings adverts, so if the property hasnt got it, it could have more problems being let.

    Double glazing is one thing but UPVC is *not* ecofriendly
