RBS Open Offer

I have received a letter from Royal Bank of Scotland offering me the chance to buy more shares under an "Open Offer". I have tried to find out about this but am confused with the jargon etc. Can someone please tell me what this means.

RBS Open offer is 31.75p per share for every 3 out of 7 shares you own.
3 x 31.75 = 95.25.
Closing price 23rd March 2009: 25p per share
3 x 25 = 75
