windows and claim for additional fuel use

we bought a new house 3 yrs ago. from the start we had drafty windows and notified the builders immediately and they instructed the window company to fix. they came out within the month to rectify the faults but 2.5yrs later they still had not fixed them. i have every visit listed. eventually the builder got a 3rd assessor to see what the problem was. they found we had holes through the frames, bits of window missing and twisted frames and more. the builder decided to get another window company to replace the majority of the windows and patio doors in our house and thus 3yrs later we are confident that all the faults are rectified.
i would like to claim for the increased fuel use during this period. as i have documented in letters there are periods over winter when the temperature in some of our rooms was 13 degrees with the heating on. we had blinds blowing in the wind that was blowing through the closed window.
i have sent a letter about 1 month ago outling my claim and received a holding reply but nothing else.
if i was to take this further am i likely to win? i have looked on the CAB website but there doesnt seem to be advice which directly compares to my case.
