So upping the RAM to 2Gb and a graphics card should be adequate ?

if you want a new graphics card to play games etc go for it but a new card will have negligable effect on video editing.

ebay is a good place to pick up a second hand gamers cards, i had a quick look and unfortuntaly there doesnt seem to be any agp cards that would gpgpu computing even close to your price range.

    on the other hand

...except the minimal amount of RAM which it will free up, and the reduced load on the CPU.

I think what we all forget is that people were editing video at home on 133Mhz machines 10 years ago...It is possible...just very slow.

No need for graphics card, if only for photo editing etc. You need ram, as much as you can get

..... photo/video editing/recording these days on the PC, which it struggles with most of the time

    My bold.
For any of those tasks, RAM is important, for video editing especially CPU performance is crucial....I may be wrong, but I would assume that cheap onboard graphics would shove a lot of the processing onto the CPU, so adding even a cheap and naff dedicated card should make a significant difference, though still not to the standard many of us would consider acceptable..
