The PXE message is the laptop trying to boot over the network - usually this is only used in corporate networks.

The probable cause is either hard disk corruption or hard disk failure.

You could either see if the laptop maker has a bootable diagnostic CD that you can download from their website or, depending on what operating system is ~supposed~ to be on there, you could try a utility like Windows "fixmbr" to see if it's just a corrupted MBR.

When i initially turn it on it comes up with the following option
Press F9 to select boot device
Press F2 to enter BIOS setup

It then goes straight to the following screen

    Intel UNDI, PXE-2.0 (BUILD 082)
    Copyright Intel corporation
VIA Rhine II Fast ethernet adapter v2.3
    PXE-E61:Media test failure,check cable.

    PXE-M0F:Exiting Intel PXE ROM
    Operating system not found

I cant go any further than this screen.

Sorry for the delay in answering your question.

The problem is it's trying to boot from the network connection. As soon as you turn on hit F9 and this will bring up a list of boot devices. Highlight the entry for the hard disk and it should boot up.

In that case I'd say your hard disk has died, sorry.
