Service charge paid but company refusing to provide services

Hope this is the right place for this and someone will have some ideas.
I pay a service charge for the usual upkeep of areas around my leasehold. I have always paid on time.
However I got a letter syaing that because so many people owe money they are not going to do anything else until it is all repaid.
This is really annoying and unfair. If I'm paying for a service then surely I'm entitled to it? ( i know in practice that is near on impossible as they are communal areas).
Are they legally allowed to do this even if I've met my payments?
Thinking of contacting the CAB but wondered if anyone knew anything about these things.
Thanks
oh and I just got a bill for my next payment. I'm very tempted now not to pay as I'm not getting anything for it anyway!!!

Sounds like it's going to be complicated. Go see the CAB -
- but presumably they have to keep paying insurance ... you need to check that0
