Unauthorised Use - Paypal

I have seller protection and only post out to ones that say im "eligible"
I have just responded to the dispute with a copy of the postage slips (recorded). But will i be fully covered?
I think its an absolute joke that it should come out of my pocket, Paypal brag they are the safest way to pay, but why should THE SELLER have to loose out. They must get £200 a week from me in fees!
Also some payments come through "partially eligbile" and this is what it says about if im protected:

When you post the item to the address on this page and provide proof that it was delivered, you're protected against claims for items not received. For complete requirements, see
Protection for unauthorised payments
Because ***** ****** address is not confirmed, we don't provide protection if this payment turns is unauthorised by the card holder.
Before posting, we recommend that you contact ***** ******* to make sure this payment was authorised. Most of the time, posting to an unconfirmed address is fine. But we always encourage you to help protect yourself.
So if i email them and say can you confirm the payment was authorised and keep a copy, could i claim for unauthorised payments?
