Does anyone know how to report an electrician for poor quality and unfinished work to a new build?
The electrician is not niceic registered but he told me he was when he provided the quote and continued to tell me throughout the work until I asked him to provide me with the niceic certificate and he was looking more outside the quote and he had to arrange for some other fella to make inspections to provide this certificate!!
This happened throughout 2008 and I am a bit annoyed that I got the wool pulled over me eyes!!

Call NICEIC customer service and give them all the info. you have. I'm sure they'll be interested. If you were told which "other fella" would be doing the cert. then tell NICEIC that too.
You might also want to have a chat with your local Trading Standards as I am sure they would be very interested in this guys working methods.
Unfortunately, there is no central location/body for reporting this sort of bad business.
If you have not had an Installation Certificate for the work done then be careful you are not breaking the law with regards to Building Control Regulation.
Get a proper scheme registered inspector in (NAPIT Inspectors all carry photo ID) and have a Periodic Inspection Report done to ensure the work is safe.
You CANNOT now have an Installation Certificate issued I'm afraid. The best you can hope for is a Periodic Inspection Report.
When employing Electricians you should never be afraid to ask for proof of scheme membership (which can be checked), proof of qualifications, etc. etc.
If you DO ask for these, do it and verify it BEFORE agreeing to the work.
If you want to be doubly sure, you are well within your rights to ask for a written contract of works for all parties to sign and any reputable company should be happy to provide one.0
