Everest double glazed fire escape window

Hope somebody can help, recently a decorator opened my Everest double glazed fire escape window and it has not closed properly since.
There's a terrible draught coming through it,I've tried draught excluder but it really needs to be closed properly.
The double glazing was fitted over 25 years ago and we were told only to use in emergencies.
Any help would be smashin', if not the window is gonna get it!

Sounds like it could be the hinges, if they look similar to these

Then they are difficult to source but they can be replaced.
The picture i've linked to is not exactly he same as everest's hinges but it is similar. The company i work for have replaced loads but you need to use an alternative because everest have discontinued the original0 -
